Description

Among the most important indicators of policy success is that the policy ‘works’, or achieves its intended outcomes. Unfortunately, there are many dangers on the path to achieving policy effectiveness: bad ideas, poor implementation, unexpected events, and complexity and unpredictability.

This course focuses specifically on working with evidence at the policy design stage to improve the chances that a policy will work once it goes ‘live’.

Who should attend:

This course is designed for Policy Analysts, Policy Advisors or anyone in the policy division (analysis, advisory or evaluation) who wants to build on their existing skills to better understand how policies work and to recommend ways to make policies work better.

Learning objectives:

  • Find, interpret, summarise and gauge the quality and relevance of evidence 
  • Use policy hypotheses to think about how policies are meant to work
  • Identify risks to policy effectiveness

Course outline:

  • Ascertaining the challenge: the nature of the ‘real-world’ policy objective, the challenges in identifying and getting the evidence needed to inform a policy decision 
  • Improving the policy idea: using intervention logic to query and check the links and assumptions in policy hypotheses
  • Learning from the experiences of others: finding, assessing and adapting available evidence
  • Thinking ahead: preparing for the unexpected and the unpredictable

Course format:

The workshop uses a combination of presentation, group discussion and exercises based on selected examples.
